Disable Material Theme UI plugin, restart and use one of the native themes -- see if it will behave OK there. It if helps, check Material Theme issue tracker for known reports.
Material Theme UI does a lot of things, not just changing the colors like most of the other themes do, so it may create issues out of nowhere.

Update to just-released Material v4.4.1 fixed this.
