Using a .PAC file for proxy configuration?

Hi, In settings>System Settings> HTTP Proxy I have entered the PAC URL and when I check the connection it says successful but whenever I use it in my code or the console there is a connection error.  Is there a way for me to upload the PAC file directly or another possible solution?

In my code I used the library "PyPac" to grab the local file from my computer.  hat works but it would be great to set it on a pycharm level.  Thanks!
