You seem to have "Inherit values from" option enabled. So check settings from there (Language Defaults) and higher (font settings for theme perhaps).
TBH: never seen such issue before so cannot suggest what exactly is causing it. But try choosing Default color schema or perhaps another bundled one. Check the font used (try another one).
For example here some old/wrong version of the font is used (only certain installations are affected)... maybe similar kind of thing happened here as well (e.g. https://youtrack.jetbrains.com/issue/JBR-1778 perhaps)?
I have the same problem. I am wondering whether this is an OS issue. PhpStorm is in English, my operating system is in Turkish. I dont feel like its a preference thing... but couldnt find an answer yet. Also I am using Operator Mono normally for font but it only shows the italic version of the font when I want to choose it.

it seems that italic status is not just in the code. Could phpstorm have a general error? I installed the 2019.2.1 update.
