Excluding .PyCharmCE2019.2 system directory from search

I created a custom scope to exclude directories from my project folder, but I'm still getting results from ~/.PyCharmCE2019.2/system.  How do I exclude directories outside of the root?  I tried manually add the absolute path but that didn't work.
