Restart option gone

I may have missed something but I can't find the restart option anymore. It used to be in "Invalidate Caches / Restart..." but that option has now changed to "Invalidate Caches..." and the 4th "Restart" button is gone from the dialog.

Anyway, I noticed this line:

Please check if this file (/home/mark/Progs/IntelliJ IDEA new-bad/bin/restart.py) have execution permissions set.

That fixed it, as well as this deal-breaking issue (#IDEA-223832). Still strange that the behavior of the GUI silently changes to become something undocumented without as much as a warning.
