IdeaVim add support for non-qwerty keyboard layouts

Hi,
I'm on non qwerty layout, would it be possible to use scankeys/scancodes instead.

e.g. hjkl would be in the same place on any keyboard layout regardless of layout used removing the need to remap all the keys for obscure layouts.
