Tooltips "bleed-through" when running in fullscreen on Catalina
On macOS Catalina 10.15.2 and running PHPStorm 2019.3 in OS-native fullscreen I see the tooltips from PHPStorm popping up when switching from PHPStorm. Quite annoying. Anyone else seen this?

What tooltips are typically seen through? Are you able to capture a screenshot of this?
Tooltips like code completion and filenames are typical:
Tried to reproduce on Windows 10 machine with no avail.
