Bug on switcher (CTRL + TAB) when tab limit set to 1

There is a bug on newest version of intellij (2019.3).
When i set the tab limit to 1, the switcher (CTRL + TAB) starts jumping one tab.
i've been using tab limit set to 1 for years, and this bug only occurs on the newest version of intellij.
