I can't run php storm Permanently deleted user Created January 06, 2020 17:57 I am trying to run php storm and this message pops up to me.I need help here?

How exactly did you install the PhpStorm, did you uninstall the previous installation before trying the one from the link above?
Do you have a 32bit or 64bit OS installation by the way?
