Please try downloading a version with bundled JBR 8 from https://www.jetbrains.com/webstorm/download/other.html. Then, while installing downloaded version, choose to install the 32-bit JRE by selecting the Download and install JRE x86 by Jetbrains checkbox in the installation wizard
