Anyone having issues with php storm not loading project files?

My PhPStorm sits at this screen indefinitely. I have tried uninstalling and reinstalling. Deleted all plugins, even the idea file in each individual project. And it always comes back to this screen. If anyone has any insight I would greatly appreciate it. I can't work if it won't load anything.

Is E:\ entirely local storage, not a network mount of any type? If so, we cannot say anything definite without looking at logs.

First, please rename the %USERPROFILE%\.PhpStorm2019.3 folder, start PhpStorm, do not import settings when asked, and then check how it goes.

If it still goes the same, please send us the logs bundle (Help | Compress Logs and Show in…) within a support ticket.

Eugene, E:\ is a hard drive inside of my machine. No networking of any kind. the same thing happens when I rename the folder and don't import settings. I created a support ticket as you told me to.
