Any intentions are not offered

I had 2 working installations on 2 PCs, and both evolved into this defective state. Say I have if-else statement, and I want to negate it, and swap both blocks. Or, I replace condition with say `true` and want to simplify that. But those intentions are not offered any more. If I open settings->intentions these intentions are enabled. However if I press alt-enter only inspections are shown. No intentions allowing me to improve code.
Why is that? What can be done to bring intentions back? Is there a new shortcut(cannot see anyone) or something?

Are there any errors in idea.log (Help | Show Log in ... action)? Please provide it after IDE restart and reproducing.
For uploading you can use ftp://ftp.intellij.net/.uploads / https://uploads.services.jetbrains.com or any file sharing service.
It may help to start IDE with all custom plugins disabled or re-install from https://www.jetbrains.com/idea/download/ into a new empty directory.
