Pycharm debug - 127.0.0.1 refused to connect. Follow

I can run my Pycharm python project.

However when I start the "Debug" process, I get

127.0.0.1 refused to connect.

I am on Windows 10. Python 3.6

I am new to Pycharm Professional 2019.2

Suggestions?
