WebStorm 2019.3 - file:line_number:column annotations in error lines do not link to file

Error lines in the terminal that contain a file:line_number:column no longer show as a link which will take me to the corresponding line in the file.

For example, if I run tslint in either terminal or Run panel, and it shows several tslint errors, the file:line_number:column annotation used to be a link which would take me to the offending line.

This happens on only one of my two computers, so it must be something in settings, but I can't find it. On the computer that it happens on, it happens for all projects, so it seems like a global setting issue.

How can I get this to work again?
