Can't open Pycharm(Community) on windows10

I couldn't open pycharm by double-click pycharm64.exe after successfully installing it. And it gave me no response.

Though I tried to reinstall and restart it for many times, it made no sense.

However, I could open it by running pycharm.bat. And it gave me some warnings that I had no idea about.

It seems strange and I am curious about what's wrong with it.
