no hand sign in webstorm editor

I use webstorm. I don't know what happened, but there is no hand sign to narrow down the areas. only the cursor comes out. How can I get the hand sign to appear?

There are no settings for this, it should just work.
Does the issue only occur when hovering over the folding outline? what OS are you on?
yes it only happens when it comes to folding. I'm using Linux mint 19
haven't faced such issues. Does it persist on restart? If yes, could you share your idea.log (Help > Show Log in ...)? Please upload it to some file server and provide a link
