That action does not seem to be present in the Project View context menu in current IDE versions (no ideas on that, sorry. Used this functionality only once or twice and that was like v4 or something like that -- back in year 2012 or so).
Two possible solutions:
1) You can add it there manually: "Settings/Preferences | Appearance & Behavior | Menus and Toolbars" and do that for "Project View Popup Menu"
2) Just assign custom shortcut to that action and invoke this way: "Settings/Preferences | Keymap", look for "All Actions | Other | Images | Show Image Thumbnails" action (you can also just use search field to filter it out). Assign any free shortcut.
The action is still missing in the Context Menu. According to documentation, it should be there after Bookmarks. Please add it or adjust documentation. Its annoying
