SDL installation

Please I'm new to CLion, Ubuntu and Programming in general. I got the C++ down and I need SDL for a project but I don't know how to install it. I downloaded SDL2-devel-2.0.3-mingw.tar.gz from libsdl.org but I have no idea what to do with it. Please I need help!!!
I've tried other methods but most generated unexpected errors and I just don't get the others
