Code colored underlines (warnings? errors?) no longer showing issues on hover

I disabled the nasty code hint pop-ups (which show function definitions and things like that, sometimes in huge boxes) through the Registry, just because I could find no other way, but now hovering over code with a colored underline (like with an Inspection/Validation warning) does nothing, and I'm not seeing how to re-enable them (without re-enabling the other pop-ups) or activate them manually when I see them.

Is it possible to re-activate the hover underline warnings without re-activating the other hover pop-ups, or activate them manually?

Have you already tried to disable the quick documentation popups via the "Editor > Code Editing > Show quick documentation on mouse move" checkbox? Correct me if I am wrong but it should be the option that you are looking for.

Currently I have underline warnings hover pop-ups working, but I have "Show quick documentation on mouse move" unchecked.

What I don't want is pop-ups just by mouse hover all over the place... in some places where there's a red or orange underline, maybe, but even this can accidentally get in the way of reading and editing text that the box unexpectedly obscures.

If there's a way to enable/disable different types of pop-ups (without having to go through each specific message) by hover, and also to allow me to have them pop up while pressing something during hover, that would be IDEAL. However, I'm not seeing that PHPStorm is that refined yet, unlike Eclipse was back in the day.

Pop-up activation is still a big issue for me and my coworkers in JetBrains' products, and while I don't expect hyper-granularity (though I appreciate it with validation messages), there's just not enough settings for activated pop-ups per type.

Unfortunately, it is not granular at all, so it is "all or nothing". However, it sounds like a nice feature request, so please feel free to submit your own:
