missing Version Control

In the IJ Ultimate 2020 versions ( both 1 & 2 ), Version Control is missing

I don't think this is related to the 'non-modal' change - I can see how that works in other ide's ( webstorm etc )

VCS from the main toolbar has no mention of any version control systems

File > Settings no longer has a Version Control section.

Git is definitely installed and works fine in the other IDEs.

Docs suggest that Git integration is enabled after cloning a repo but IJ doesn't give me anyway to do anything VCS related.

git init in the project directory also has no effect.
