Run/Debug Configuration for TestNG not picking up -Denv=perf...

Having issues with the Run/Debug not picking up a -D directive I'm including in the configuration.  

I've included a screenshot of my IntelliJ version and a screenshot of the Run/Debug window where setting the directive.  

I just want to make sure I'm doing it correctly.   At this point I'm grasping at straws...
