New Package / Directory Dialog Not Appearing

When I try to create a package in my sources root or a directory outside the sources root, the dialog where I would normally name the package does not appear. I can create directories in module settings and also by changing the package statement and hovering over the error to create the package, but the New -> Package button does not do anything when clicked.
