Pycharm Professional stuck on "Reloading Files" during startup

When I boot Pycharm Professional via Jetbrains toolbox, the program freezes and becomes totally unresponsive while loading the current project - in particular, while at the "reopening files" stage. The only way to stop it is to force quit using Task Manager, and a dump file is created in the logs. Immediately preceding this issue showing up, I had trouble closing Pycharm and was forced to force quit it as well.

This happened before - I tried reverting to the previous version, but the only solution was to hard uninstall PyCharm - not just via the toolbox, but deleting all the config files etc. that it left behind - and reinstall.

Edit: it seems a sufficient workaround is to delete the folder C:\Users\<username>\AppData\Roaming\JetBrains\Pycharm<version>. However, this wipes all settings. 

I am using Pycharm 2020.2.2 (latest version) on Windows 10.

Had same problem with Webstorm after updating to 2020.2.3 on Windows 10, but "soft" reinstall helped (also removed some 3rd party plugins before doing it).
