It seems keyboard layout is different in Pycharm

Hi,

I am using a United States layout keyboard.

When I press Shift + 2, I get double quote in PyCharm, and when I press shift + ', I get at sign.

This only happens in PyCharm, in any other program in my Windows 10, the keyboard works as expected.

Does anyone know what's wrong with my PyCharm? This is so strange, thank you in advance.
