Repositioning autocomplete

I'm looking for some high-level advice before actually diving into plugin development. I'm trying to solve https://youtrack.jetbrains.com/issue/RIDER-26476, which drives me crazy but doesn't seem to bother most people. I'm willing to write a plugin to solve the problem for myself, but I wanted to ask before attempting: is this a feasible thing to do with a plugin? My goal would be to show parameter info below the current line instead of above it (which is actually an option in R# + Visual Studio, but not in Rider), but to do that I'd need to be able to reposition the autocomplete popup window. Is that something I could do with a plugin, or would it be a waste of time to try?

This is deep down inside platform code, and most certainly not something that could be customized via plugin. (com.intellij.codeInsight.hint.ParameterInfoController)
