Cannot open any file in a particular folder

Here's what happened:

  1. On macOS Big Sur, I opened a file from the Downloads folder using File > Open on IntelliJ IDEA 2021.1.1 (Community Edition).
  2. There was a brief dialog box that spoke about giving permissions to access the Downloads folder. I accidentally clicked on the button that denied permissions.
  3. I then tried closing the file and reopening it. The file would appear briefly each time and disappear.

I suspect I messed up in step 2. Can someone help me so I can continue to view and edit files from the Downloads folder on IntelliJ?

You can change the permissions back in OS settings (System preferences | Security and Privacy | Privacy | Files and Folders): https://i.imgur.com/kLRFbZM.png
