Need a support on writing plugin

I 'm opencart developer and want have correct support when write a code.
I decided to create plugin for phpstorm. downloaded ad install inteliij idea, find plugin template on github write, steps that must be doing code
but don't find full description of api ide(classes, methods? work with files system, ect)
are you can halp me?

I'm find some info by theme but not understand:
i want developer plugin or phpstorm with usage php - for writing plugin i must use intellij idea ultimate and in dependencies write id of php plugin?
