IntelliJ IDEA – AI Assistant/Ultimate trial enabled by default on install (Enterprise Responsible AI concern)

I work as an Automation Architect , and I'm writing to report an issue we encountered while getting IntelliJ IDEA approved for use in our enterprise environment, which has a strict Responsible AI governance policy.

Starting with IntelliJ IDEA 2025.2, the Community and Ultimate editions have been merged into a single installer/executable. During installation, even without any JetBrains account associated with the machine, the IDE by default enables a 30-day Ultimate subscription trial, which includes AI features (AI Assistant).

This creates a problem for us: our organization's security and Responsible AI approval process treats any AI-enabled software as requiring a separate Responsible AI assessment, which in turn requires a defined use case and business criticality justification. For a base IDE install (where we only need Community edition functionality), there is no such AI use case, so getting a Responsible AI ticket approved is not feasible.

We were able to get approval for our team's install by manually deactivating the trial immediately after installation. However, this is not a sustainable or reliable solution at scale — any new user installing IntelliJ IDEA in our environment would have the AI trial active by default unless they know to manually turn it off right away. This creates a compliance risk our security team is understandably concerned about, and it puts the burden on end users to remember to opt out of something that was never explicitly opted into.

I'd also like to mention that our organization does not manage IntelliJ IDEA through JetBrains Admin Center or any centralized JetBrains license/fleet management console. So if the suggested solution involves configuring this centrally via Admin Center (e.g., org-level policies to disable AI features by default), that would not be something our security or IT team is able to act on, as we don't have that setup in place.

Could you let us know if there is a way to prevent the AI/Ultimate trial from being enabled by default during installation — particularly for environments without centralized JetBrains management? We would appreciate any guidance JetBrains can provide on this. 
I really love Intellje and jetbrains products, these kind of compliance and approvals are indirectly forcing me to move to VS code in future in my organization for Java development which I don't want
