https://copilot.github.com/ brings startling programming tools for the coder.
Do Intelij plan to provide this tool or similar tools ?
Are there maybe some similar existing tools already ?
I'm working with phpStorm mainly.

I'd not consider those as alternatives. They seem to be nowhere near the copilot, unfortunately.
