Download and upload from any remote host seems slow

Using pycharm for deployment, I find that uploading to and downloading from the remote host is very slow, only about 200KB/s. However, if I use scp from the terminal, the bandwidth can be fully used, which can be dozens of MB/s. I really appreciate any help you can provide.
