Why Execution configurations not part of project by default?

Where do configurations get stored if they are not part of project configuration i.e. .idea folder?

I expect all project configurations to be part of project configuration by default.. is there a way to say, by default store all these configurations in the project rather than against the template of each type.

lack of global option to save all these files part of the project.. I had to change so many templates as blow.. visit each of these templates and mark 'store as a project file' in each.
