Ctrl+Click Linux versus Cmd+Click on MacOS

I'm switching between Ubuntu and MacOS frequently. I have a Emacs mapping (my own) that solves most problems, but the Ctrl+Click versus CMD+Click navigation has me stumped. Is there a way to just make it Ctrl+Click on both platforms? (Alt+Click on Linux would also be acceptable).
