phpStorm does not give focus or open the project window when using Open Recent...

I saw an old issue that looked to be similar to this from 2017, but when I clicked thru I got 404. 

Steps to repro:

  1. open phpStorm project
  2. under File - Open Recent, select a recent project
  3. notice that nothing happens in the ui, but if you hover over the phpstorm icon in the taskbar you see a blank window as the last window

Please reproduce the issue and then share the logs (Help | Collect Logs and Diagnostic Data) via https://uploads.services.jetbrains.com/.

Ok> I will grab logs and a video of the screen showing the behavior. I'll grab 30 seconds of logs after I open, but I'm not sure that's enough. Thank you for taking a look.
