Why is pycharm jupyter notebook input support work the way it does?

This is just a general gripe of mine - but I'm using PyCharm for this introductory programming class I am taking for school.... but why does an input() in a jupyter notebook in pycharm cause an unskippable pop-up? I don't understand the rationale for this behavior. In JupyterLab, by contrast, one can still scroll past an input field....
