PyCharm Pro 2021.3 suddenly cannot start IDE

It works well all the time but not this time. PC(PyCharm) just freeze on startup logo and won't start IDE. I've found another issue like this, someone suggested to run IDE from bat/sh depending on OS.

Then I ran PC from CMD and got this log

PS D:\Program Files\Jetbrains\apps\PyCharm-P\ch-0\213.5744.248\bin> .\pycharm.bat
The system cannot find the file specified.

After several times Uninstall/Reinstall 2021.3 PC Pro, it just started again. I don't know how this fixed.

Hello,

To lock folders IDE is starting a server on localhost, it tries to bind on the first available port between 6942 and 6991, this exception is thrown if IDE was not able to bind on any of the ports in this range. All 50 ports are unlikely to be already used on a machine, so it appears to be a networking issue or some security software which doesn't permit IDE to bind on any port in this range even on localhost interface.

Rebooting the operating system usually helps.

Thank you so much. I just found related posts and successfully solved this problem. Here's the solution I've used, in case of others encounter this error. https://hungyi.net/posts/wsl2-reserved-ports/. BTW I'm using WSL2 so I din't enabled Hyper-V feature
