If the issue is related to the Robot Framework plugin (https://plugins.jetbrains.com/plugin/7415-robot-framework-support), please report it to the plugin's developer.
To debug your setup or environment and network just use the testlink python example in pycharm, if that works, it's definitely a robot issue. I had no trouble at all with the testlink python examples - what version of testlink and what version of robot? without that info, cannot really help.
