Tools menu is missing from my main menu

I have installed IntelliJ IDEA 2021.3.1 (Ultimate Edition) from the website and the Tools menu is missing from my main menu.
Why is that?

Please provide idea.log (use Help | Show Log in ... action) after IDE restart and reproducing. Thanks.

Do you have it here in Settings | Appearance & Behavior | Menus and Toolbars | Main Menu?
Restoring the default IDE settings should be able to wipe out the problem.
Hi, no, the Tools are not showing there either. It's a new installation, so I believe these are the default IDE settings. Nonetheless, I have pressed the Reset button in the top right corner. No changes. Still no Tools showing.
