Sync Settings to JetBrains Account is missing from File | Manage IDE Settings

I have signed into my Jetbrains account by registering, but I cannot find the setting "Sync Settings to JetBrains Account" from File | Manage IDE Settings.

I have the bundle plugin "IDE Sync Settings" enabled & "Settings Repository" disabled

This works fine on my home PC but here at work it has never been there.

I want to be able to click "Sync Settings to JetBrains Account" and then choose whether to import or push to account instead of it automatically doing this for fear of losing settings. I just want to be able to control this myself.

Edit:  I reset my settings, reimported one project and the settings were back, but not for long. After I restarted the setting "Sync Settings to JetBrains Account" is missing again!

How does this actually work? What must I do to make that setting not go away?
