Commit Message Inspections - Settings - IntelliJ IDEA Community Edition 2021.3.2
Answered
Hello. I can't make Intellij IDEA save any settings from "Commit Message Inspections" section from Version Control tab. All fields get unchecked (except for Spelling tick) every time I create a new project. Is this a normal behavior caused by those settings being project specific or a bug? Is there any way of making those settings stick permanently?

These are project-speciffic settings. If you need them to be set globally, go to "File | New Project Setup | Preferences for new projects | Version Control | Commit"
Unfortunately setting it as you advised still doesn't save those settings. I just created a new project with previously ticking all those 3 fields in "File | New Project Setup | Preferences for new projects | Version Control | Commit" and the commit message field in the commit window is empty - no margin, no warnings etc. I checked the current settings and the fields are again unchecked as seen on the cropped screenshot from my first post.
Do you use settings sync enabled?
Does it help to disable it?
