Can't Update to 2021.3.2 on Windows 10

For about a week and a half now I have been unable to update PhpStorm from within the application. I get the update indicator (orange up arrow in upper right corner), I can click it and select "Download PhpStorm 2021.3.2" but nothing happens. If I manually initiate the update from Help->check for updates, I will get an "Update" dialog in the lower right. "Update and Restart" on the resulting popup does nothing.

Is there an update file I can download from the jetbrains website to manually run the update?
