Local history only enabled or .java files

I am using IntelliJ 2013.1 CE.

I followed the instructions on https://www.jetbrains.com/help/idea/local-history.html but it seems IntelliJ activates local history not for ALL file types. In file(type)s like *.cfg or *.lst files the menu item 'Show history' is deactivated although I made changes. How can I activate that local history should be activated for these file types as well?
