Moving directory by refactoring causes VCS error

I wanted to move my project to another folder, so I right clicked the project directory in the project window>>Refactor>>Move Directory.  I then got this error in the attached image.  Is this supposed to happen?  Upload id: 2022_03_02_D79wvuZh2QnsbnD6 (file: refactor directory move error.png)
