In the issue tracker should I submit separate issues for the same bug in both DataSpell and PyCharm?

I found a bug that is present in both DataSpell and PyCharm with very similar steps to reproduce. The only problem is I can only attach it to one project. I added it for DataSpell https://youtrack.jetbrains.com/issue/DS-3253 but should I also add the same issue again for PyCharm? The issue is images in Jupyter using

do not show if the path to the project has a hashtag # in it. Since it seems a similar Jupyter notebook system is used in both programs they both have the issue. I don't want to make a duplicate issue if it is not needed as it could be annoying for those handling the issues.
