Change background color of upper text box

I'm having a hard time trying to find the option to change the background color of the upper text box that appears from time to time as a notification. I attach an screenshot of what I mean (the bar with the light background with 'Enable' and 'Dismiss'.
Where is that option?

Isn't that the notification?
File | Settings | Editor | Color Scheme | General.
Then it's in "Notification Background" under "Editor".
