Yes, it is. You need to install the build for Apple Silicon (https://www.jetbrains.com/clion/download/#section=mac):
I have downloaded that version, but when I try to launch CLion this is what I get:
I suppose there are still some x86_64 dependencies.
Sorry for misguidance. You're right, the bundled gdb is still under Rosetta.
