Debugging doesn't work

I followed the guide, but it doesn't work

development environment
DB : oracle11g
datagrip-2021.1.3
ojdbc6.jar

DB permission setting
DEBUG CONNECT SESSION 
DEBUG ANY PROCEDUR

hosts
127.0.0.1 localhost
::1 localhost
The results are the same whether the hosts file is modified or not modified.

Debugging works normally in pl/sql developer tool
Debugging video attached.
I want to use datagrip, but the most important debugging feature is not working.
Please help.
