PhpStrom stops working after windows upgrade to 11

PhpStrom stopped working after upgrading windows from 10 to 11. Neither the previous installation is working nor the new one.

Please back up and remove the contents of the %USERPROFILE%\AppData\Roaming\JetBrains\PhpStorm2022.3 folder (but don't delete the folder itself). Does PhpStorm start after that?
