What exception do you get? In my case the exception appears when I run PhpStorm (even with no opened project) and it kills it completely: "Plugin 'org.intellij.plugins.postcss' failed to initialize...

I found it, but the problem doesn't end so far. The plugin works only for 2016.3 5644.* build at highest. In EAP, currently available PhpStorm build is 7743 (which doesn't support this plugin) and ...
