    Strange, Using JEE 7 (and without JSF jar on my POM), this behavior doesn't happen  but now is ok, i'm declared jsf 2.3 impl and the faces-config is now recognized

    Yes, if you clone this project: https://github.com/arthurgregorio/web-budget Just open the faces-config.xml on IDEA 2018.2.4 (the version i use) and you will see all the red lines on the file.

    This options is checked on my settings. I have to disable javadoc formatting option in order to preserve my formatting style. Maybe is a bug?
