The exceptions seems not to be relevant here... Disable all not-bundled plugins (even from JetBrains, e.g. Scala).If it does not help, try new clean installation.

It seems to be Task selection dropdown. It's hidden if you have no active task. You can create one in Tools -> Tasks -> Create Task dialog.
